Yes, why aren't you charging and billing the tenant now for these repairs that she necessitated, instead of waiting and deducting them at the end?  Send her a bill for the damages she has caused and mark the bill "Due Immediately".  When she ignores it, subtract the bill from the next rent paid.  Send her a reciept showing the bill was paid, but rent was not.  Then give her a Pay or Quit Notice for the rest of the rent.  Evict if the rent is not paid.

Additionally, deny the new carpet.  You do n ot have to do improvements during a tenancy.  Especially for a tenant such as this.

I do not own property in PA myself.   More information is necessary in order for you to receive reasonable advice from someone who is familiar with PA Laws.  What is the term of the current Lease Agreement?  Does the Lease involve any local City/County rules or government guidelines/programs such as rent control, section 8, etc.?

If you know (and can prove...) that the Tenants are causing damages, why aren't you charging the Tenant for the cost of repairs for Tenant caused damages?

I live in Pa and have a tenant that keeps causing damage, small things like lights and windows etc.
They keep causing damage and expecting me to fix it, for the most part I have and will take from thier sec. deposit but now they are asking for new carpets. I am going to raise thier rent but am not sure if I can raise it next month or if I must give a month notice first. Does anyone know how this works in Pa? Also is there a limit on how much I can raise it? any help would be much apprieciated.
