I can't think of any reason you'd be compelled to respond to the inquiry.  I'd just ignore it altogether.

I am presently pursuing an unlawful detainer action against a California tenant who has not paid rent for more than 2 months. I just found out he is trying to buy a house.  That is fine with me as I'd like him to leave quickly.  I received a lenders Verification of Rent/Mortgage form in regards to his mortgage application. Prior to receiving this form, the tenant sent me a letter threating the "most serious consequences" if I  make any negative comment about his credit. Does anyone know if I can be sued or otherwise be legally required to return a completed form to the lender.  I'd like to simply ignore the request.
