It is sad, but the easiest way to remove yourself from the noise problems that you are experiencing would be to move. That is the only thing that you have control over in your situation.
You mentioned that the neighbors "...say they can't do anything and they have a right to make all that noise..." and that the Landlord "...talked to the people up stairs a million times and they don't stop...". Because you have already communicated your concerns to your Landlord and have not noticed any improvement, you can probably expect that the situation will remain the same.

People in my building play blaring music, in their apts, in cars that drive up. my upstairs neighbors are loud and I mean loud all hours of the day, stomping when they walk, pounding, playing ball and sounds I don't know... it is so irritating to me I end up crying.... we have a hallway door that is supposed to be stopped by one of those air things at the top... it is broken and everytime someone walks through it the door slams so loud it vibrates my walls... between the neighbor and that hall door I have had pictures and other things fall off shelves and walls. The landlord says the doors keep breaking so they don't fix them anymore, they have talked to the people up stairs a million times and they don't stop.. they say they can't do anything and they have a right to make all that noise. What rights do I have to make them stop.. I don't want to move.
