Noisy Neighbors Pull Fire Alarm

I live in a 3 unit building.  All of the apartments are one bedroom. My girlfriend and I are in one, a former co-worker, in the other, and then the noisy neighbor and his girlfriend in the other. 

The noisy neighbor has violated numerous aspects of our lease, all of which I have complained to the property manager and the owner of the property. They include smoking on the premises, pet ownership, unnamed people living on the premises, leaving garbage/personal items in hallways for extended periods, failure to remove laundry in timely manner, large parties, and noise violations during quiet hours (9p.m - 8am).  When I first started making complaints to the property manager (at the urging of the building owner!) the management co. said they would make a note of it and meet with the tenant.  Things would improve for a week, then resume to the raucous activity. My girlfriend and I continued to complain, but eventually quit since it didn't seem to make a difference. 

At 5:30 this morning, after people yelling in the hallway,slamming doors, and smoking cigarrettes and putting the out in the hallway carpet, our buildings fire alarm went off.  The fire trucks came, determined was fine and that someone had pulled the alarm.  THe only tenant the fireman spoke to was the noisy neighbor.  As of 7 am, the alarm was still going off, waiting the the installation company to come shut it off.  (the fire department was gone by 6 am).  As of yet, I've received no phone call from the property manager and left a message letting her know that we're fed up and want the noisy neigbors out. 

What should we do?  Do we really need to call the police for every noise violation?  The property manager keeps assuring us that their lease will not be renewed.  How is that an acceptable solution?  Why aren't they interested in enforcing their lease terms?  Any advice would be much appreciated.
