What does the written Lease Agreement say?  How can you prove how much oil was left when you returned possession of the property to the Landlord?

I questioned my New Hampshire LL about her procedure for refunding remaining Oil and Propane that I purchased while residing in her residence, in front of a third party, she stated that I was required to leave 25 gallons in each and she would refund any remaining to me above the required that remained at the time I moved out. A week later I was left a letter slipped under the door, stating it was not her responsibility to refund this and that if I wanted a refund I could contact my Oil and propane company and have them remove all but the required 25 gallons on the last day of the month. (They said they cannot do that). Will her verbal agreement for reimbursement hold up in court if a have an affidavit attesting to such a verbal agreement or have the third party present in court?
